Mobile Android SDK: JCenter used in the Android SDK

The Android SDK currently utilizes JCenter which has become read-only since March 31, 2021.

We have already addressed the JCenter removal internally on develop but we are primarily waiting for cordova-android@10 to be released to maven central. We are planning to be maven central based in the next major release v11, which will remove all dependencies that rely on JCenter.
